      It seems every local paper, financial network, or informative media source is reporting about the historically low interest rates, the fear of near zero or negative interest rates, and the discussion of economic growth because of these conditions. What does this really mean and more importantly, what does it mean to you?
Historically Low Mortgages Rates
      Current low interest rates have created an environment where the old ideology about mortgages no longer applies. I think we all can agree that low mortgage interest rates benefit the homeowners that own a mortgage and qualify for these low rates.
Reduce Monthly Payments
      The main reason people try to eliminate their mortgage is that pesky monthly payment. We say you bought your home with a 30-year fixed mortgage and paid every month on time without refinancing. It is proven that an affordable mortgage payment helps individuals and families run and maintain a personal financial budget. It just helps everyone plan and maintain a financially healthy mindset.
Mortgage Tax Deductions
      In addition to still having to pay this monthly payment, you lose out on the benefit of having that money help you come tax time. One thing to remember about your mortgage is that the payments are tax deductible.

      LCDE reported on Friday that China’s institutional investment in property overseas grew 19 percent in the first six months of this year, with residential investment surging 85 percent. The gains come as Chinese investors pursue opportunities abroad, where theoutlook for the real estate sector is overshadowed by such issues as tight financing and high inventories which are weighting on prices.
     London was the most popular place for institutional investors from China, with a total of $2.4 billion (1.45 billion pounds), as the Chinese capital in major infrastructure projects spilt into residential and commercial markets. San Francisco and Chicago followed with $558 million and $375 million, respectively. Sydney was fourth, followed by Madrid, after China’s largest commercial developer, DW bought a historic skyscraper in Spain’s capital city.
     For fresh overseas investor, it makes sense to aim at the most liquid cities, but the more experienced favor smaller less liquid markets like Spain where profits are higher and so are the risks. Chinese real estate outbound investment reached $5.5 billion during the period, with commercial investment contributing $4 billion.
     LCDE noticed that developers and insurance companies had been the most active in the investment, and while the interests mainly focused in core office and mixed use development projects in global gateway cities, there was an growing interest for hotel and hospitality products in popular Chinese tourist destinations.

      Computers can beat chess champion, count all the atoms in a nuclear explosion, and calculate complex figures in a fraction of a second, but they still fail at the slight differences in language translation. Artificial Intelligence (人工智能) computers have large amounts of memory, capable of storing huge translating dictionaries and extensive lists of grammar rules. Yet, today’s best computer language translators have just a 60 percent accuracy rate. Scientists are still unable to program the computer with human-like common sense reasoning power.
      Computer language translation is called Machine Translation, or MT. While not perfect, MT is surprisingly good. MT was designed to process dry, technical language that people find tedious (乏味的) to translate. Computers can translate basic phrases such as “Your foot bone is connected to your ankle bone.” They can translate more difficult phrases such as “Which witch is which”. Computers can also accurately translate “Wild thing, you make my heart sing” into other languages, because they can understand individual words, as long as the words are pre-programmed in their dictionary.
      But highly sensitive types of translating, such as important diplomatic conversations, are beyond the scope of computer translating programs. Human translators use intuitional meaning, not only logic, to process words and phrases into other languages. A human can properly translate the phrase “The pen is in the pen”, because most humans know that it means that a writing instrument is in a small enclosed space, while computers do not have the ability to determine the way in which two identical words in one sentence are to be used.
      In addition to using massive rule-programmed machines to make machine translation better, computer programmers are also trying to teach computers to learn how to think for themselves through the “experience” of translating. Even with these efforts, programmers admit that a “thinking” computer might not ever be invented in the future.
